As of now, you can only get it in english by winning a shonen jump tournament.

The only way to get this card is by getting Top 3 at a Shonen Jump Championship. It has been the Shonen Jump Prize card since the 50th Jump (Shonen Jump Costa Mesa)

only by top 3ing a Shonen Jump, although people tend to put up some of their Sjc cards for sale on ebay.

you can get a j*p one from Value book 8, though.
