Check your local phone book's government pages for the 'works department'.  They have the blue boxes there for pickup.  And sometimes the garbage truck that does pick ups has some spares on board (if you can catch him when he comes down your street).

You can also buy smaller ones for in offices, etc. at some business supply stores.

You can go to the Halton Waste Management Site, which is located at 5400 Regional Road 25 in Milton (1.5 Kilometers South of Britannia Road). You are entitled to 2 free blue boxes as a new resident to the Halton Region and each additional one is five dollars. If you are not a new resident, you are entitled to one free one per year. Just bring something with your address on it to prove you are a milton resident, such as a bill, drivers license etc.
