Where can you ocean water ski in California?

Question

I know that you are allowed to water ski in Long Beach's Marine Stadium and San Diego's Mission Bay but are there any other marinas or bays in Southern California where you are allowed to ski?

You can tow in SF Bay but thats like fishing for great whites with your buddies as bait. Only others I know of is the Delta but thats not really ocean. Catalina has some good water on the east side but again not really a marina.
