I'm not sure where exactly in Manhattan you can recycle CFLs, but Waste Management offers recycling kits for you to ship them in to be recycled. You can read more about them here:

go to www.earth911.org type in what you want to recycle and your zip code. That should give you a list of recycle centers or hazardous waste drop off centers.

Then write to your solid waste managment department and ask them to put disposal recepticals in easy to find locations.

Home depot has safe disposal units. You do not have to have purchased them at Home depot.
