For most states to opperate it you only need a vehicle operator's license ie driver's license. Check with your state department of fish and game to register the watercraft itself. example http://www.fgc.ca.gov/

You need to check the regulations for your state.  Every state is different, but normally, the American Red Cross will offer it.
