search "dolphin emulator"

click on dolphin's home page and download the latest version

to find roms, you will have to torrent them, there aren't any websites that have any to download

just search for the game you want on isohunt or mininova

each game is at least 1 gigabyte, so it'll take a long time to download, especially if there aren't many peers hosting the files
