In order to get the Poke-Radar in Pokemon Diamond, you have to first get the National Pokedex. To get the National Pokedex, you have to see all 200 Pokemon in the Sinnoh Pokedex, which means you also have to beat the Elite 4. After you complete this task, go back to Rowan's Lab and talk to Professor Rowan. He will be interrupted by Professor Oak, who will then give you the National Pokedex. After you get the National Pokedex, fly to Pal Park and Professor Oak should be standing right outside. Talk to him and he will give you the Poke-Radar. Hope this helps :)

The way of geting it is by getting the national pokedex. Fly to Sangdem Town and go talk to Rowan. Professor Oak will appear and give you the national dex. Then Rowan will give you a little chat. Go to Pal Park, south of Sangdem Town, and go talk to Oak. He will give you the pokeradar. There is only 151 pokemon in the Sinnoh. You dont need Manaphy to complete the pokedex. Just 150 pokemon.

If you dont have Palkia in your pokedex, fly to Celestic Town and enter the house that is north of the cave. Talk to the old lady and she will show you Palkia.
