If your David Monroe was born about 1877, he lived with his grandmother Ellen Monroe, in Charlottesville, VA in the 1880 census. Agnes Monroe is shown as a daughter of Ellen, and probably his mother. Agnes is unmarried, and has another son, Washington Monroe, born about 1873. I can't pick up 1900, since my ancestry account is on hold... if he also was in Charlottesville then, then it is likely he was there in 1890.  Without the 1890 census, one can only make assumptions. At age 13, he won't own any land that you can go back and check.  A lot depends on mom.. if she was not married in 1880, but married in the following 10 yrs, she may have moved from that area.

Another Davy Monroe, born 1858, also lives in the same county. He is not in the same home, so his relationship (if any) is not known.
