Where did the term "rubber necking" come from?

If there is an accident or a police officer running his lights, It never fails everyone on the freeway/ roadways has to stop and look the situation over and twist there necks to see whats going on.  Causing the traffic to tie up for miles and miles on freeways.  This is where "rubber necking" came from.  And the sad situation is it is not necessary.  Because traffic would slow down but move on any way.  But human nature makes everyone do this.
