  1. Buying a round is just a traditional way to celebrate good things that happen to you, it's not golf specific. Usually the celebrating party volunteers to buy a round, but if someone told you that you are obligated to it's because they're moochers who want free drinks.

  2. idk

  3. naturally it is scotland . very shrewed country. no matter the happy occasion . the benefactor has to buy drinks . in golf with no telephones , some how smaller towns , the whole population would find out , end up free drink . you annouce engagement , free drinks , you are forced into bankrupcty . in one day , by announcing , wedding date . play a round of golf get a hole in one . you dont even stop at the 19th hole , straight to bankrupcty trustee . then go back to celebrate wedding announcement , and hole in one . good thing for hole in one insurance . this custom also led to the non rule . only players playing at the time allowed free drink . lots of mulligans on this with hole in one insurance , lots of annoyed spouses also .
