you have to go to a house somewhere right up from the pokemon center in solaceon city and  talk to a women that will give you the seal case then go to sunyshore city to buy seals which are low price

You have to go to Solaceon town, go into the ruins, down to the B1F and talk to the boy. He gives you the case I think.
