Where do I find Pencil menu?

On the old Yahoo! Toolbar, it's the icon that looks like a pencil on the left side of the search box. On the new Yahoo! Toolbar, it's the settings icon to the right of the search box next to the Bookmarks button, it looks like a small silhouette of a person.

If you have a green settings button on the toolbar that is it. An old version has a pencil where web search is and there is one somewhere in the ask questions area.
