To my knowledge, RCT has never been a download, much less for free.

However, you can pick-up used copies on-line for nearly free.

But they're not free. You have to pay a small one time a year membership fee ($30 for the basic account). Worth it, though, cause they have games, movies, tv shows, mp3's, etc.
