Buy a $12 tenderloin from Cold Storage, and cook it a little bit to medium rare.  It'll be good enough for your budget.

well with that amt of cash to get the best steak in s'pore, pretty tough..try jack' place.There is one western food stall at loyang point in pasir ris sells pretty gd beef steak(they were featured once in the papers) its tasty n juicy and most of all value for money.I know coz i stay's around that area...

I would say its comparable to cafe's standard...

Anyways The best steak I have taken was once a the Orchid Copthorne hotel. It was delicious, the best I have eaten.
