Where do I put this Team Fortress 2 map?

I have the mario_kart map, however I don't know which folder I should put the .bsp in.

It should have a Read Me with it that will tell you where to put it. Some maps come with special textures n sound files which will need to be put in special folders.

usually its

c/: Programs/Steam/SteamApps/<username>/Team Fortress 2/tf/maps/<yourmap>

Apart form guessing if it doesnt come with a Read Me then join a Mario Kart server and it will automatically download and install the map and relevant sounds and textures.
