Where do I start to make my own Sims 2 web site?

I would like to make my own site dedicated to sims 2 downloads, but I have never made a web site before and I don't know where to start! It must be free, or cost very little since I am a poor student! I have little to no experience with HTML, but I learn fast and I know enough that once I get started I can figure it out, but I just don't know where to go to find a place where I can actually START the site!

As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.
