  1. Snakes start at the head, you will be able to see the eyes get cloudy first, maybe he has already shed and it is just skin that is caught. Maybe you should check  inside the enclosure for the skin.

  2. I would have to say from the head.  They will rub themselves against something rough to start the process and then "slide" out of it if the temp and humidity is good.

You will notice that your snakes eyes go a milky blue colour.  This is the start of the shedding cycle.  A few days later (this depends from snake to snake and age) it will clear up and then a few days after that they shed.  It should come off in one piece if setup is good.

If it's just a piece of skin check your temperature and your humidity.  Up the humidity by putting the water dish onto the warm side of the cage.  You will find that a little misting or condensation on the glass occurs, this is fine for a few days.  Also you can help your snake shed by spraying him daily (during shedding) with water.  Do this by putting hot water into a spray bottle and then spray the snake.  By the time the water lands on him it would have cooled down.  (Before anyone screams try it on your arm).

You can also give your snake a bath in luke warm water for about 20 to 30 minutes and gently rub the loose skin but don't pull it off if it's tight, you could damage the new skin and of course hurt him.

Otherwise you might have to look at the possibility of it being some sort of skin condition.  Take him to the vet and see from there.

    Good luck, hope this helped.

Added:  Only saw "mike g" answer now.  He has a valid point there that yes maybe the snake has already shed and only that bit was left behind.  Again check your setup and give snake a bath.  Rub gently with a towel and it should come off.

  3. ball pythons shed from head to tail in one piece

If it sheds in sections or pieces and some old skin is leftover, just soak your snake in warm water, and you should be able to rub or peel it off

make sure the humidity is how its supposed to be during shedding so your snake can have a complete shed with no leftover skin

    hope I helped ;]
