  1. Community colleges aren't free, it's called tuition.

Primarily state supported funds.  Federal funds and tuition also make a bulk of it.  However, considerable support for community college technical and vocational training programs come from the private industry. For example, local restaurants will heavily fund culinary art programs.  It's this kind of private industry support that makes community college programs very strong yet amazingly affordable for students.  Alumni support also provides money to the system, especially college systems that have been around for a long time; not so much with newer colleges as it takes a lot of time to build up an alumni network.  Not uncommon to hear someone wealthy bequeath a ton of money when they die to the college they graduated from.  Additionally, colleges will tend to rent out facilities during weekends and other off-hours, which usually go directly towards the college programs.
