Where do cycling rules of the road have to be obeyed?

Since many people, especially kids don't necessarily obey any rules of the road and street signs as they are riding their bikes around from anywhere on sidewalks to down the middle of the street, where do all bicyclists have to follow the rules of the road?

I'm not asking what a safe bicyclist SHOULD do...I'm asking what they HAVE TO DO BY LAW according to rules of the road that are actually enforced by law enforcement.

    Well, I know for sure if you run a stop sign in front of a patrolman in Pittsboro, NC, you'll get pulled.

    Also, I know for sure if you draft a bus on the campus of Duke University you'll get pulled.

    In all seriousness, in all states I am aware of, a cyclist is required to follow the same laws a vehicle must follow.  In other words, you must ride on the right hand side of the road.  You must stop at red lights, and stop signs. You are not supposed to cross the center line.  etc.

    On the flip side, in all states I am aware of, a cyclist is given the same rights to the road as a vehicle.  Thus, contrary to what some motorists believe, a cyclist is not required to yield the lane to an overtaking vehicle.  A cyclist, just like a car, truck, tractor, road grader, etc., has the right to as much of the lane as he or she needs to safely operate.  The burden of passing safely is on the overtaking motorist.

  3. May be different by state.  In new york cyclists of age 14+ must ride in the bicycle lane of the street.
