  1. earthquakes can occur anywhere, but they are concentrated near the unstable edges of the plates in the Earth's crust. along mid-oceanic ridges, earthquakes occur as new crustal rock is added. where one plate is rammed between another, it descends in a series of violent jerks.

along transform faults, the edge of the plates are jagged and jam together until they move suddenly in one sharp jerk. this kind of earthquake occurred along the San Andreas fault in California in 1906.

  2. when plates meet

  3. Earthquakes form in various places for various reasons.

Most likely what you are looking for are plate boundaries and fault lines.  The reason they strike these areas most often is because plates are moving and there is built up pressure.

Think of two plates rubbing side-by-side very slowly, one part locks and pressure builds up, then eventually t his pressure is released in the form of an earthquake.  Same when plates are moving together.  Plate when they move apart rip the earth (Great Rift Valley in Africa) this ripping causes earthquakes as magma rises to the earth's surface and earthquakes can occur in these areas too.

You can get earthquakes where the ground was depressed and the earth ir rebounding.  These are common in areas where glaciers pushed the earth down and are known as isostatic rebound earthquakes.
