i normally find them in the fresh produce cooler section.  i have also seen them with the dairy products.

South East Asian stores would be your best bet. Correct me if I am wrong, but I believe that rice wrappers are a Vietnamse thing so I would look in a store that carried Vietnamese groceries. Filipinos and Thai's use these wrappers as well, but they are more like phyllo dough than the traditional wrappers used by Vietnamese, but I have seen these wrappers used for spring rolls as well.
