you need to call cleveland city hall and they will tell you exactly where you need to go to get your permit  my friend runs a cart in front of pull apart on w.130th and he does very good with it   good luck

Go to your City of Cleveland office.  Here in Modesto you get it at the City of Modesto office where they sell dog tags.  Hot dog stands, thats a good business.  Two friends of mine do well.  One started with one, now has three.  Bought new house, furniture, car, and a bar.  Good luck!!!!
