US DHS now has jurisdiction over immigration processing, I put the link below in the sources section.  They are generally very easy to deal with.  Keep in mind that they deal with allot of people and allot of issues, so be patient with them.  If you are comfortable with reading instructions, you should take a day to read the information on the website, and it explains the processes you will need to go through for your specific case.  If you are not savvy with government terminology you may need to hire an immigration attorney.  You can also find immigration lawyers on the cheap usually in the metro/city areas, and they usually charge a nominal fee and this makes things easier and you also have a safety net.  The links below take you to DHS and the second link is the actual fiancee form.  I would recommend that you build a safety net of family members, and contact a local senator in the event you run into any hangups, sometimes a call from a senator can push things along.

If you are an American citizen and your fiancee has not been deported or removed from the United States for living/working illegally here it's easy to do and you don't need an attorney.

You need to file a form called I-129F with the Citizenship and Immigration Service.  You also need to file form G-325 and I-134.

If your fiancee was deported or removed from the United States it's likely he faces a ban on returning of anywhere from several years to life.  In this case you'll need to hire an immigration attorney to appeal the ban at the same time you submit the I-129F.  

In spite of what the guy above me wrote, you'll find that immigration attorneys are not cheap or nominal in any way, shape or form.  Most will give you an initial 30 minute consultation and a schedule of their fees which are usually paid up front before any work is done.
