Where do maggots come from?

I havea situation with my outdoor garbage can. When i went outside this morning, it was covered in maggots. Where do they come from? My fiance set out our garbage yesterday morning, but I think the garbage man left 1 bag inside the can. How do I get rid of maggots? I have a nearby herb garden and I don't want them to travel there. Help, please.

Flies. Maggots are effectively baby flies.

Get some washing up gloves, open the can and spray it with at least two cans' worth of Raid.

Then get new washing up gloves and keep the old ones specially for dealing with the brutes
