They can happen anywhere in Costa Rica, but mostly on the Pacific side.  

There is no way to predict an earthquake, so there's no way to know if there will be one in November!  But earthquakes are rare.  Just be prepared to feel a couple of tremors.  Maybe you will, maybe you won't feel any.

It's safe to go there anytime.

Most of the earthquakes happen at sea and dissipate before reaching land.
