There's no one place.  You can find cars advertised in all the newspaper, etc.  But craigslist is also a good place to start.

You can get really cheap cars from a car auction. If you don't know where any are located in New York, you should get a list of car auction sites in or near your city. I'm pretty sure there are more than a couple in New York.
