the european banks are selling it (obsolete coins from pre Euro times) by the ton as scrap metal, Deceased estates, people from overseas, just general accumulation, an advert in the paper.... Many things

As most coins are worth only the scrap value it would be easy to get a million coins for about $4,000

Do the work of sorting it and you will find a collector that will pay a bit extra to get the coin they wanted.
