  1. HI, sometimes they come from people who are merging onto the highway and some come from an accident occurring and people stopping to see what is happening. I don't understand why people do the second one as they can't do anything about the accident but they always stop to look. Merging is just a way of life. Hope that this helps in some way.

  3. to many cars driving to the same area cause a traffic jam, where i live theres 2 main highways that go through the middle of the city, and around 9am and 5pm it turns insane, cars coming from all over the state passing threw one area

Too many cars in too small a space.  However, accidents, gawkers, and weather contribute.  Ever notice that traffic is backed up and you come along a state trooper and a car on the side of the road, and after you pass it - its clear.   I understand that you should give some space to the police and driver for safety reasons, but you don't have to stop and watch what is going on.  If you are not part of the solution, you are part of the problem - move on.
