Where do u find if halogen headlights are illegal in your area?

i want to add some to my car but i dont know if they are illegal in California.

heck ,everything else is,do you want headlights or driving lights?headlights are legal in all states,driving lights are to if they are mounted below eye level,&pose no danger to on coming traffic.
