at a certain point in the game you meet them and you get challenged by suicune,then the other two run,i found entei on the route that you come up to get that town where the tower is in the grass on the right as your walking down,forget bout the electric one hes there somewhere

You go to the Burn Tower in Ecrutek city, and drop down through the hole in the middle of the tower, go up and you will find yourself awakening the 3 legendary dogs. After you have beaten the Elite Four in Johto, you will be able to catch the 3 legendary dogs (more like run into them) in the wild, anywhere in the game where wild pokemon exist. The chance of meeting them are fairly low. If you met one of them and they ran away (which they do every time), open up Pokedex and use the tracking device on that Pokemon's profile. I suggest you have a fast Pokemon (can block the opponent from running or put them to sleep) ready in your team when you decide to go catch those dogs. Every time you enter a building or another place their locations will change. Good luck catching those annoying but awesome Pokemon.

first you go to the buring tower place, i forgot the name, the place with the tower that was burned down. AKA the town where you fight all the different types of evolvsion of Evee. from where u fight those, u go north until you reach the burning tower. Go in and try to get to the lowest floor. When you are there, you should see 3 dog like creatures standing on a platform. When u get close, they will run. After that, it is all about luck and radomness in encountering it, but when you do, after any battle with any of the 3, the damages that you inflinct on them will stay there, they wont\'t heal. Also, try not tt track them down with the pokedex, because as soon as you get to where they are, they move. Also, there is no patter in where they will go.
