Where do you contest a tow in chicago?

I had parked my car on a distant street and later found it missing. Investigation revealed that it was towed by the police as "suspected stolen." It is not stolen, I am the owner and i left it there. but now it becomes very tricky to release it. The pound said it won't release it now, because it is under police hold. the police said they are waiting for some kind of "vin verification," which i don't know what it is. in the meantime, i have to be paying the tow fees

Where in chicago can i contest this, both the fees and demand immediate release? It is not my fault that some confused police officer thought it was stolen.
