In Pokemon Emerald, one of the only ways to get a Dragon Scale is to capture a pokemon that holds one (Horsea, Seadra, Dratini, Dragonaire).

You can fish up them (Horsea and Seadra) at Route 226 in the fishing area, specialised with good water pokemon

Actually they're found only in Wild Horsea, Seadra, Dratini and Dragonair.

You can find Wild Horsea and Seadra in Route 226 Fishing with the Good Rod.

You can find Wild Dratini and Dragonair behind the Waterfall in Mt. Coronet Fishing with a Super Rod.
