Bags can be purchased from any merchant (except in pre-searing Ascalon) for 100 gold pieces.

Bags hold 5 items, and with a Rune of Holding applied that increases to 10.  You can equip a maximum of 2 bags.

You can also use a belt pouch to carry items.  A pouch holds 5 items.  You cannot increase its capacity, however.

There are also Charr Bags in pre-searing Ascalon in the prophecies campaign.  These are fairly rare drops from Charr bosses in the Northlands area, but can sometimes be purchased from other players.

There are also collectors who will trade bags for items.  

The person's name you are looking for depends on which campaign you are playing.  If you are in prophecies, the first collectors who will trade you bags are in post-searing:  Dael in the Ascalon Foothills and Nazag Fenn in Dragon's Gullet.
