  1. Fly is at route 119

    Surf is at Petalburg City. you get it from Wally's dad

    go to serebii.net or gamefaqs.com


  2. You may get Fly at Route 119.

    You will get Surf in Petalburg City after you defeat Norman, the 4th gym leader that you need to defeat. Then Wally's father will give you Surf.
