You can get Rock Climb by talking to the guy in the house on the west side of Route 217 (you know, raging blizzard?).

its in the route with all the snow. stick to the left side. its right above a small house and if u go in the house u get icycle plate for finding rock climb. here use this so u can kinda see where it is
