Where do you get the dive HM in pokemon emerald??

if i remember correctly steven gives it to you in mossdeep city.after you get your 5th gym badge.

After you defeat the Team Magma in the Space Center in Mossdeep City, Steven will be waiting in his house.

His House is there at the left of the Island.

Go to his house, and he'll see you.

He'll tell you that his house is empty and stuff...then he'll give you the Dive Hidden Machine.
