Where do you get the hm strength in pokemon pearl?

im stuck in the game and i dont know where to find or get the hm strength in pokemon pearl

go to the lost tower at route 209 go to the top of the tower and the old lady on the left gives it to u

South of Solacean Town on route 209 is a tall tower called lost tower. Battle the trainers and go to the top. There are two old ladies. One of them gives you the cleanse tag, and the other gives you HM04 Strength.

i know that it is the lost tower because i read the answers to this question then i tried it out and they are right!
