It's probably either a "flea market" quality or "Mitchell and Ness" replica fake jersey.  The SF Giants, Barry Bonds Enterprises or MLB does not license any jersey specific to any milestone occurrence in the history of baseball, unless there is a patch affixed to a MLB licensed authentic jersey manufactured by either Russell Athletics or Majestic.

I'd say that stuff like that can be purchased on Craigslist or from flea markets and car trunks across the USA.
