Where do you go to suggest who should star in tv shows??

I really wanna suggest Selena Gomez to be in Gossip Girl, she's really cute when she dresses up. I think it'd be great to have her guest star. Any suggestion?

You don't.  There are people who work for the show, called casting directors, who decide who should play which part.  They don't take input from the general public.
