Where do you transfer to when you are done at your Junior college, but you don't go to a 4 year university?

For example if

the student has a 2.0 GPA, but the major requires a 3.2 G.P.A. for consideration at UCLA, and you still have several more classes to go at the junior college.

CURIOUS: Where do you transfer to when you are done at your Junior college, but you don't go to a 4 year university such as UCLA? This is so confusing? (You have to transfer somewhere because 2 year colleges don't grant PHDs or Bachelor degrees etc? ) What are some examples or names of colleges of schools you transfer to?
