Where does PeopleFinders get their information?

My mother moved up to an assisted living just over a year ago. How in the world is this new address on PeopleFinders? She does have a telephone, is her address sold by them? Her car registration? What? Anyone out there works for them and can tell me?

If she has a phone, is her number in the phone book?  Then her address is, too.
