  1. If you have concrete EVIDENCE of tax evasion or tax fraud, just call the IRS main number at 1-800-TAX-1040.

If it's just some blowhard who claims that they don't pay any taxes, the IRS won't be interested as there are many reasons why someone may not pay taxes and still be legal.  Low income is a good example of one.

  2. Phone call or website IRS.gov      There may be a reward

  3. You say they have no job, so they might not be required to pay.  Obviously they have income from somewhere, though.  The question is, where?

It's tough to get the IRS to pay attention to reports such as this, since so many people use this tactic as a source of revenge on previous employers, friends, or significant others.  You need to have undisputable proof that they are actually doing something wrong.

You can find more information on the IRS's website under Compliance -

    Hope this helps!!

  4. Child support isn't deductible to the payer or taxable to the recipient.

If he'd selling his old stuff on ebay and selling it for less than he paid for it then he doesn't have a profit so has nothing taxable there.

  5. irs.gov, form 3949
