Where does an Ameican citizen from the mainland go for help Puerto Rico?

Their money and identity papers have been stolen and the local police have not been helpful.

First of all they should report that Identity papers were stolen to the proper authorities in the USA.

Sorry for your friends troubles. It's lousy to be robbed. I had my pocketbook robbed  many years ago in NYC while dining in a nice restaurant, now my purse sits in my lap or I wrap the strap around my leg. You have to be so vigilant any where you go now a days especially on holiday.
