  1. BP, Exxon-Mobil and a few other companies. They paid for research and building the pipeline. The oil is theirs and they sell it to consumers everywhere, hopefully  mostly to U.S. consumers.

  2. The main Trans-Alaska Pipeline runs north to south, almost 800 miles (1,300 km), from the Arctic Ocean at Prudhoe Bay, Alaska to the Gulf of Alaska at Valdez, Alaska, passing near several Alaskan towns, including Wiseman, Bettles, Livengood, Fox, Fairbanks, and Glennallen

  3. Allaskan oil is required, by Congress, to only be sold in the US.  After the 800+ mile pipeline trip to the port of Valdez it is put into tankers and shipped to either the Seattle area refineries or refineries in LA.  The actual price of Alaskan crude you see in the paper or hear on the radio is the price sold for delivery in LA

Hope this is what you wanted.
