Where does foreplay begin and end?

I have often felt it can begin even in public. Such as a touch on the arm, a knee to a knee or is it something for the bedroom?

It can begin hours before having s*x, just displaying your affection for the person via touch, kiss, grope, whatever.  And it ends when you want it to end.
