  1. Its the regular cycle of an ocean-atmospheric system, that is reversed in an El Nino event (such as that in 1998).

    It causes dry, cold weather in western USA and warm, wet weather in the western pacific. Winds blow from east to west, often leading to water 'piling up' in the western pacific.

    When La nina is reversed, it can often cause a change in worldwide climate patterns, in the more extreme pattern of El Nino.
