Nicotine is naturally occurring in tobacco.  They have increased the amount of nicotine in cigarettes by selecting strains of tobacco higher in nicotine.  Just like they have increased the amount of THC in marijuana, by plant breeding.

Nicotine is a defensive chemical found in tobacco plants. Believe it or not, nicotine is one of the most dangerous natural poisons there is. Some pest control companies even use it to kill bugs in buildings. Unfortunately, someone discovered it's effects on humans when inhaled and started growing it. I don't know exactly when tobacco companies boosted the levels of nicotine in cigs. I don't even know how they do it, if the plants are genetically altered to produce more nicotine or if they add it to the tobacco as it's processed.
