El Nino is an event where the ocean waters of the eastern tropical Pacific become warmer than average, most notably off the coast of Ecuador.  

High pressure typically is associated with fair weather because air in a high pressure area tends to sink, which in turn dries the air and prevents cloud cover.  It is not always this way, but it typical.
