and for all those countries that never pay back such as developing countries how do they account for the losses in the billions?

The World Bank is funded by its over-one hundred member nations though the bulk of the money comes from US, UK, France, Italy, Germany, Canada and Japan. It is headquartered in Washington, D.C.

World Bank debt is floated on the public finance market just like mortgages. While lending governments do assume some risk of default, the vast majority of bad loans are absorbed by the private capital markets.

WB gets money from rich countries’ developing agency, such as USAID, JICA, DFID, etc. These agencies gets money from the taxpayers then “contribute” it to WB as part of their social responsibility to poor countries. You can also check about Multi Donor Agency to compare with bilateral loan agreement. There are many reasons why these rich countries shower fund to the poor ones, such as financial interest, political reason, to push their product market and so on.

Who said that some developing countries never pay back? Indeed mostly they repay it back plus interest, or else how do you think WB can pay the salary of its staff? WB usually gives grant, but it’s only 1% of the total loan. Some countries might seek debt relief, such as if the loan is too much to pay for them. Some countries have done it (Mexico did it), yet depend on rich countries whether or not the poor countries could have it. If the rich thought that it would cause them into financial crisis then they would say no. Some simply got new leader and said no to repay back, then ta daa…these countries would face potential conflicts, such as they cannot trade their products.
