Where does the expression "blame the Korean" come from?

I've hear this from a lot of people that were born in the 70's

why do they say this? I always wondered what the actual factual was for this expression! ?

Ha ha. From someone who knows Koreans really well. They are NOT very nice people as a whole. They are opportunistic and deceptive. You're a friend only so long as you are useful.
